How does one go on the inactive list? Do they have to go missing for a few years?

They're generally well-known members who have gone AWOL. Well, except the O, i think they did announce their departure. I think it works on request, though.

with that said though we might need to clean the roster at some point because god DAMN there are a lot of folks who don't even THINK about the organization

That would make a lot of sense to clear the roster of some of those guys.
