Its pretty normal at least for me.
You know, its like pretty-male-without-the-magic-boom-stick, or loli girls.
And in my country, almost all of my female underclassmen has small tits, some even totally flat and they are at least 16 to 17 years old. Some who got tits are probably fat girls.
And to make it worse, those who has a nice body are usually ugly (sexier body means uglier face), and almost every decent girls has nothing in their chest.
