He might be talking about the actual tori's head, some people have reworked it to make it look better.

If not, then he might be talking about (It's either Eason or EditZ)'s texture set.
He has a different colour for every joint texture, the neck is red for example, legs are green etc (the legs aren't actually green, just giving an example)
So basically it makes him look like a ragdoll rainbow
