It isn't made on Microsoft Word.
It's made on an image manipulation program such as Gimp or Photoshop.
It's basically easy, use the select tool then change the gradient type to FG to Transparent, and you change your FG color to white and gradient it.

First you select the image with rectangle selection tool.
Then you right click > rounded rectangles
And done.
