Gimp not only can it adapt with most of the filters,brushes,patterns, and some tools not to remind you its free but its easyer to understand and can add almost any filter all brushes.
i have gimp and photoshop 5.5 extended and i prefer gimp
Photoshop is professional. Gimp is not. Photoshop is designed to be used by people who can fully utilize it, and in the hands of a professional, is much better then any other photo manipulation software. Gimp is designed to be your average persons photo manipulation software, and is nowhere near as complex.

photoshop does that too. except for the being free part XD

While I love using GIMP and think it's completely sufficient for tb texturing, when you ask which is BEST, it's pretty easy to say photoshop. The program upon first use just seems more sophisticated and it's more powerful than GIMP.
Gimp - I've never liked Photoshop. It is indeed very good but I just don't seem to get along with it. Gimp has done what I need and has fully satisfied me.
