he doesn't know how to host a website, or any HTML or
PHP l scripting. If he get hacked, his website would be a waste of money.
He need a web Certificate, to avoid website changes.

Provided the host is secure and he doesn't throw around his password I'll be sure to make the PHP secure, this isn't hard and it doesn't cost money, many hosts are free.

Not really, most free hosts do most of the work for you, and provide the DNS and domain name as well. Then I can upload the site I make, or he can, depending on what he wants.

For hosting I refer to updating the site info, if you know wat I mean.
