You could try lowering the resolution.
But don't go as low as 640x480.
The menus will be outside the visible part of the window then.

if you use Video-On-Board, dont upgrade, this will give you an ugly graph about head texts but you will to have some good fps...
if you use a Graphic Card, you may test at what Slycooper spoke...

my video is on-board he is not upgraded, i have an good FPS, but the head textures is totally fail..

OH!!! and you may use the Cheat Engine to give you an better fps, theres a tutorial somewhere in the forum, but i will explain the basics:
Download Cheat Engine;
Click with right butom on the Toribash shortcut then add:
"-antialiasing 0"
this will comes to be like:
C: \Games\Toribash-3.9\toribash.exe "-antialiasing 0"
then open the Cheat Engine, Toribash, then "Process", select "tb-xxx"(there will be some number after or before "tb"), and to finish, active the option "Speed Hack", if youre using Framerate 30 and put it into "1" you will to play in real time.

Try downloading gamebooster, it helps me run some games smoother so it may help you.

There are some console commands, but I don't think you can run them. You could try modding the game and making custom shaders >_>
