I use fraps every so often, but most of the time I use Jing. It may not be the type of program you're looking for, but check Jing out. It's pretty nifty.
Thank you all for the help, and yes, Fraps can easily record at 60fps with shaders, so long as you have a decent rig.
Turn on no-sync (registered version only) and even if you have a shit rig you can get perfect 60fps video.
Look at my OLDA video for example, it was recorded in 720p @ 60fps. The computer is was recorded on could only manage 7fps at that resolution with shaders on, but with no-sync it recorded perfectly. ^_^
