The reciever needs to have the required qi for item. Sending has also been limited to members having a certain level of qi (matches played) and a valid e-mail address selected in control panel. This is to decrease fraud. Also note you cannot send items to someone who has 0 qi (no matches played)

I can't send items because it says I need to play 20 more matches. I play a match and nothing happens; it doesn't change.

You need to play at least 20 multiplayer matches.
1 completed multiplayer match gives you 1 QI, and the minimum requirement for sending items is 20 QI.
I mostly play on multiplayer. And I've played way over 20 matches; I'm a blue belt, which you can't do without playing like.. well ok, I didn't count, but it's definitely over 20.
