Its actually more lively than you think
I play on a private server called ExtaliaMS
The max people playing is around 4000 people and its really lively.
Edit: EMS (extalia) comes with permanent 8x EXP, also NX is free so its more enjoyable.
But even with 8x exp, it takes a very long time to get to 250, we only have 3 on our server.
