Yesh, 30% of target's max health, plus an extra 3.5% per 100 AP I believe. Add 1000 AP, which any self respecting veigar should have by late game, and that's an addition 35% health.
Also has cd reduction, perfect for your q, which by then should be nearing 1000 damage per q. So now toss it every 3 seconds and you've got win on your hands.

I tried some champs this week. Xin Zhao is awesome. He's easy to play, he can control line and jungles. I will buy him 100%. What runes do you suggest for him? Because I am using ww on him;
Red +15% as
Blue -8.98% cd
Yellow +7% dodge ( kinda good with armor )
Big +10 ArPen.

Dunno if this is the best way but I run the following when laning:
Apen Reds
Flat Armor Yellows
Flat MR Blues
Health Quints
This seems to let me stay slightly tanky and start with boots and 3 pots
Switch out your yellows for armor or health at 18, and you can do whatever with your blues, I love cdr blues but mr per level is probably better
