The entire point of Ezreal is that if you're facing a stronger lane it doesn't matter because your Q has such a long range, low cost, and relatively high damage so you can't be zoned out of your gold.
IDK if you're playing in EU or US - but in EU we usually send the ranged carry to bot lone with a support. She's much weaker when she has to fight a taric + ez lane (with soraka/janna) as opposed to a pure ez lane. Try sending a decent caster mid to counter her by simply out damaging her.

The only acceptable veigar build is deathfire, deathcap, and 4 archangels (void staff can be acceptable too at times). Who needs survivability when you can have 1k+ ap
And for jax, Gunblade, rageblade, and then pretty much survivability and maybe frozen mallet.
