I feel like maybe there should be an age restriction or 'grade' restriction to some degree
Elementary school is too young, but hey that's just my opinion.

I agree as well. I suggest 8th grade (13/14 years) to be the limit, unless the person can demonstrate that they are mature enough.

Try to improve your application, put more effort into it, read previous applications that were accepted and try again. If you really want to be part of the team, do it.

Obs: I still think we should put a minimum time between an application and another.
