1 being closes to cpu
4 being closes to psu main cables.

I'd say 1 and 3, that's how mine is set up. If the computer doesn't start try 2 and 4. If there's no difference between how you plug stuff in, then you've exceeded the limit your rig can handle (i think that's a motherboard limitation, in that case.)
