It depends, if you have say 100 posts and a brown belt you need to be skilled ingame in order to make up for the belt, if your a black belt with 100 posts skill is less important because afaik [TPC] doesn't do much ingame testing, so then your activity level on the forum would be the most important thing, because you need to post on the [TPC] board for 1 week to prove your active before becoming an official member.
