I was looking through the ban list and noticed that there was a bot being used to ban people, but stopped banning after page 344. What happened to it?

The bot was made and operated by Jarmund. So either he stopped being an admin, simply stopped using the bot, went inactive, or couldn't find any cases to use the bot on.
Can't really remember or know what happened first.

Seems kinda weird for him to go inactive all of the sudden. I don't want to poke into personal problems but does anybody know why? I wanted to see if I could meet him one day :/
Also, how does CAMMYTHESPEEDSCOOTER have 20 letter name?

It was only used for several mass bans when passwords were leaked.
No leaks after that - no need in mass bans.
