tvman keeps appearing on the ban list for paypal fraud. My question is why does it seem like his permaban keeps being renewed? Is it some inside joke kind of thing?

The reason it seems like he's getting banned all the time is because he is getting banned all the time. Automated ban. It would also seem that his paypal fraud is automated too.
