Alright, let's start it at the basics.
The Situation: Parrot has made a child clan/feeder clan as a way to bring on new members to Parrot, but giving them a place so we can get to know them, but they can be apart of the family and community of Parrot at the same time. If you don't understand, then take a minute to actually go and read the description of the clan. Read for a change.

Let's be honest here. Parakeet isn't the first clan to do this in Toribash for starters. Second, in what game, has this ever been a problem, Toribash might be the first game to make a rule prohibiting the use of feeder clans.
We can start this by saying Rai and duck, both gave us approval and acknowledgment to this entire thing happening. From the beginning thought process, all the way up until a day before the clan went live. Now let me say this and quote this from Creati0n, who was apart of the "rule discussion" before I start dropping screenshots.
Okay, so a reevaluation from the clan management came to the conclusions that we didn't bring forth, what we originally proposed, that they both agreed to. I would just like to say that is completely incorrect. Let's see some more screenshots here. This is the Original Post about the Parrot Feeder Clan in the Parrot Private board.
As far as I can see, what we suggested, wasn't too bad in the beginning. Now for this next screenshot, this was the updated suggestion on what we proposed. Including duck's input here.
The proposal was that we use our clan customization to give the clan Parakeet it's own sub-board in the Parrot board. (Which to me sounds like a far more outrageous offer than letting us have a regular DSC like every other unofficial clan.) That also we would keep a regular recruitment thread and all the works that regular clans have. Sounds reasonable right? Well we need Rai's approval. No worries, I have a screenshot of that as well!
From the looks of it, Rai is on board with the whole idea. He through in his side and argument with it, saying that "that
IF they use it over a dsc they will never be able to qualify for official." You know what, I can't think of one time did anyone from Parakeet ever argue about becoming official. Believe it or not, we actually agreed on keeping Parakeet unofficial, seeing as it was a stepping stone into Parrot, the official Clan. So with all that being said, where did we not uphold our end of the bargain. Where did we propose something wrong to you, that the Clan Council was unaware of before hand?
Now let's go over the new rules that somehow, yall managed to draft up, and put through a voting process in approximately less than 36 hours. Which from the staff positions I've been in, it should take way longer to get EVERYONE's opinion on before giving the right away to making new rules.
Anyways rules:
1) "Easy war farming, achievement farming, xp farming in general."
- I see where you are coming from, but what is there to stop any other random person from making a clan to farm xp? I suggest a revision of this rule to say that anyone in the violation of these rules will result in both the Secondary/Feeder Clan and the Main Official clan being shut down. That is a fairly reasonable action. It would certainly persuade people from not breaking the rules.
2) "Much larger catchment for new recruits. Not only this, but their greater catchment, experience, resources (more manpower) and potentially unfair appeal due to being tied to an official clan all culminate to create an unfair (or, at best, much more difficult) environment for real unofficial clans."
- Okay, now this rule has no pull to it. Saying a new unofficial clan is unfair because of what it stands for and the members it has in it? How much more unfair would it be to have an unofficial clan coming from
[Parrot], just a regular official clan, than having an unofficial clan that has basically captured many staff members and old school toribash players? Does that clan not create an unfair environment to the other unofficial clans as well? I'd say that having a clan that is full of staff members and well respected experienced members creats a huge catchment for new recruits. I think you should leave it up to the members of Toribash who are looking to join new clans that choice. They can choose to join whichever clan they choose to. If they feel persuaded to join one clan under certain circumstances, then let them! IT'S THERE CHOICE!
3) Potential to play twice in clan events.
- Potential for who to play twice in clan events? The clan? The members from Parrot? There shouldn't be a problem for both Parrot and Parakeet to participate in clan events, it wouldn't be unfair to anyone as they are two seperate clans, they are two seperate entities. Now would it be unfair for players to leave Parrot and join Parakeet to try to get rewards after Parrot lost? Yes that would be, and at that point in time you can enforce rules differently. It's under the same concept of someone leaving Tribe to go join Alpha for Clan League. Same concept, different clans. So all in all, no difference there.
4) Undefined interaction with activity checking.
- You need to be more specific here, but I will address all sides to this problem. First if you are meaning on the context that Parakeet would provide activity for Parrot in the event that every member of Parrot is inactive are we completely let our clan die, well then that won't happen seeing as Parrot is still alive and well and active on the forums. Secondly, if you are refering to Parakeet clan activity, then in what way is there a problem with activity seeing as it would be the same activity as every other unofficial clan dsc. There would be activity. Invades? sure. No different from other clans.
All in all, your only "rational" that holds any ground, is the war/xp farming. And in that case, just revise the rules to state that any feeder/secondary clan caught in the act of doing this, both clans will be killed and shut down for violating the rules. It's simple as that and I'm sure no one would have a problem against those rules.
I believe that you should have made this an open debate on the new 'Rule' that the Clan Council created and let the entirety of the community provide input, seeing as half the Clan Council doesn't even touch ingame anymore these days. Let the players who actually play and utilize the clan aspect for ingame purpose to have a voice.

I believe that I am not arguing for anything unreasonable, and with everyone I have talked to, they believe that this was an unfair rule added and unfair thing that happened to Parakeet.
